Emmanuel Kata Kimeu is a holder of Master of Computer Applications (MCA) degree from Shivaji University India. He also holds a Bachelor of Arts (BA) degree in Economics, Sociology and Community Development from Agra University, India. He is a Certified Information Systems Auditor (CISA) and has attended several short-term courses on Information Technology (IT) and finance.

He started his career at Professional Technologies Ltd (ProTec) – a Cyber 1 Company in 1999 as an IT support engineer and rose through the ranks to become the technical director and finally the managing director. He left in 2012 after a 13 year stint at the company which specializes in providing Information Communication and related Technology (ICT) security solutions and services. After leaving ProTec he joined McAfee Inc. the same year as the Territory Sales/Channel Account Manager (East Africa) where he worked till the end of year 2014. McAfee is the leading ICT security solutions provider in the world. He joined ADS-SAS (Now Mindware FZ LLC) a leading ICT solutions distributor in Middle East and Africa in the beginning of 2015 as the Regional Head Sales – Rest of Africa (ROA) – English Speaking where he worked till January 2018. He joined his previous employer ProTec as the Technical Services Director from August to November 2018 after which he joined Machakos County Government as the Chief Officer – ICT until October 2022. He is now a Secretary, ICT – Security and Audit Control at the State Department of ICT and Digital Economy in Ministry of Information, Communications and The Digital Economy from 01st March 2024.

His long-standing career in ICT has seen him gain a wealth of experience providing solutions and services to corporates, Small Medium Enterprises (SMEs) and government organisations in Kenya, Uganda, Tanzania, Rwanda, Burundi, Democratic Republic of Congo (DRC), Ethiopia, Djibouti, Ghana, Nigeria, Gambia, Mozambique, Mauritius and Madagascar just to mention a few.

He brings over 18 years wealth of ICT experience and expertise to the ministry which he believes together with the ICT team will go a long way to build modern and versatile ICT systems which are responsive to the ICT requirements and needs for proper service provision to the people of Kenya. His maxim is to leave anything he touches better than he found it.
