Principal Secretary (PS) in the State Department for ICT and Innovation Mr. Jerome Ochieng has
said that Government has no option but to digitize its services.

The PS was speaking while addressing ICT industry experts at the Dell Technologies Global
Forum at a Nairobi hotel.

Mr. Ochieng said that Kenya is among the finest ICT innovation hubs. Citing the use of mobile
money transfer which has led to increased financial inclusion. He recognized that the startup of
local ICT development groups such as ilab, ihub, Nailab and university of Nairobi’s C4D lab
among others has spearheaded innovation of applications and information services.

The PS highlighted that the government is counting on ICT to improve service delivery to the
citizens. He acknowledged that Dell technologies is a credible partner who will navigate
transformation.

He also said that Dell has built cloud footprint in Kenya that runs E-Citizen platform, ITAX, public
universities data among other government services. With VMware software providing the
virtualization platform that enables citizens to access over 80 services online.

He stated that the ministry as a policy maker will advocate for innovative approaches such as
regulatory sandboxes that can test methods by which needs of both public and private sector
could be balanced.
