Mr. Okoth, Washington Oduor is the Secretary ICT Infrastructure at the State Department of ICT and Digital Economy in the Ministry of Information, Communications and The Digital Economy. In this capacity, he oversees critical infrastructure projects and plays a pivotal role in shaping ICT policies and strategies to advance Kenya’s digital agenda in areas like ICT connectivity, Data Centre and Cloud services. Partnerships and Liaison services. His leadership is instrumental in fostering innovation, improving connectivity, and leveraging technology for socio-economic development.

Before joining the Ministry in March 2024, he held significant positions including General Manager – Corporate Services at Kenya National Entrepreneur Savings Trust (KNEST), Director ICT at the National Health Insurance Fund (NHIF) for over 6 years, Head of ICT at the East Africa Community – Lake Victoria Basin Commission (EAC – LVBC) for over 3 years, Director ICT at the County Government of Kisumu, Manager ICT and Head of Networks & Infrastructure at Kenya Bureau of Standards (KEBS) which he served for over 18 years. His tenure in these roles has been marked by successes attributed to his strategic leadership in enhancing ICT capabilities, implementing robust systems, and driving digital transformation initiatives.

He holds a Bachelor of Science in Information Systems & Technology from USIU-Africa. He later furthered his education with a Master of Science in Information Systems & Technology from the University of Nairobi, followed by a Master of Arts in Project Planning & Management, also from the University of Nairobi. Currently, he is pursuing PhD in Project Management from JKUAT University.

Mr. Washington holds various professional qualifications that include, Certified Information Security Professional and Systems Engineer with extensive expertise in system analysis and design. Certified Fibre Optic Technician, trained trainer in Information Security Management Systems and Performance Management – Balance score approach. He holds certifications in ISO standards including ISO 9001 and 27001, and is registered as a Management Systems Trainer and Lead Auditor by KEBS and BSI respectively.

His commitment to professional development is underscored by his participation in various training programs globally including, focusing on the strategic leadership development Programme at KSG Nairobi, Social Health Insurance Financing – NHIS in Seoul – South Korea, Red Hat Certified Engineer in KOENIG, INDIA, Certified Fibre Optic Technician – AeDI, DAR-ES-SALAM, Cisco Certified Network Associate – Security & Cisco Certified Security Professional both in KOENIG, INDIA, IT Security & Controls in ESAMI, SWAZILAND, ISMS Certified Lead Trainer & Auditor – BSI in NAIROBI, and Budget Management System Administration in ARUSHA, TANZANIA.
