Joseph Mucheru, EGH, MBS – CS, Ministry of ICT, Innovation and Youth Affairs

Mr. Joe Mucheru was appointed Cabinet Secretary by His Exellency the President Uhuru Kenyatta in 2015. He was formerly the Google “Sub-Saharan Africa  ambassador” as well as Google Country Manager Kenya, based in Nairobi. He joined Google in June 2007 where he lead the delivery of strategy, business planning and operations. Before joining Google, he worked at Wananchi Online, a company he co-founded in 1999. He held various roles at the company including Strategy & Business Director and CEO. He studied at London’s City University and also attended Stanford University’s Executive Program in 2008.

Ms. Maureen Mbaka – Chief Administrative Secretary

Ms. Maureen Mbaka was appointed Chief Administrative Secretary by H.E. the President Uhuru Kenyatta in 2020.

She is an Advocate of the High Court of Kenya and a Certified Public Secretary of Kenya.

She was practising commercial law at TripleOKLaw Advocates at the time of her appointment. Previously she has worked in the commercial department at Daly & Inamdar Advocates and led the commercial team at Gumbo & Associates in matters projects, contractual agreements, company compliance and corporate governance. Maureen was also previously engaged as a legal researcher for the International Development Law Organisation as well as the Centre for International Sustainable Development Law.

She holds a First Class Masters Degree in Energy Law from the University of Aberdeen, with her thesis focusing on Nuclear Energy Law. She is also an alumna of the University of Nairobi and Alliance Girls High School.

Nadia Ahmed Abdalla, is a Public Relations and Communication Specialist. She holds a Bachelors in Public Relations and Mass Communication and a Masters in International Relations and Cultural Diplomacy.
Nadia is the Author of a book called ‘ The Feminist In Us’. She is a Mental Health Advocate focused on using different campaign strategies to educate and demystify the stereotypes around mental health amongst the youth, and an inspirational speaker to young Females & Youth to empower & equip them with mechanisms & ways to create and innovate.
She also trains young females and the youth to ignite goal development skills and self sustaining mechanisms for the future

Mr. Jerome Ochieng – PS ICT & Innovation

Mr. Jerome Ochieng , PS ICT and Innovation

Mr. Jerome Ochieng has been appointed the new Principal Secretary for ICT and Innovation. Until his appointment, Mr. Ochieng was the Director of the Integrated Financial Management Information System (IFMIS) at the National Treasury and a member, Board of Directors at the Information, Communication Authority.
Mr. Ochieng has 17 years’ work experience in the field of information and communication technology in the Public Service. Mr. Ochien’g has also served as ICT Manager with Public Procurement Oversight Authority for 6 years.
He holds a Masters’ Degree in Information Engineering from the University of the Ryukyus, Okinawa, Japan. He is a registered fellow of the Computer Society of Kenya and a Licentiate Member of the Institute of Management Information Systems (IMIS), UK.

Mr. Charles Sunkuli,CBS – PS Youth Affairs

Mr. Charles T. Sunkuli, is the current Principal Secretary, State Department for Youth Affairs, Ministry of ICT Innovation and Youth Affairs. He has previously served as the Principal Secretary State Department for Devolution, Ministry of Devolution and ASAL from February 2018 to February 2021, and also as the Principal Secretary, Ministry of Environment and Forestry from December 2015 to February 2018.

Before being appointed as a Principal Secretary, Mr. Sunkuli worked with Ewuaso Ng’iro South River Development Authority (ENSDA) where he rose through the ranks to become the Managing Director from 2010-2016.

He has a wealth of experience in Public Service spanning over 20 years. Mr. Sunkuli is an experienced management strategist with a solid background in Administration, Planning, Management, and Leadership.

He holds two Executive Master’s degrees in Business Administration (EMBA) from Eastern and Southern Africa Management Institute (ESAMI) and Maastricht School of Management (MSM) the Netherlands, a Bachelor of Education Degree (B.Ed. Arts) from Moi University. He has also undertaken various specialized training including Procurement Standards and Socio-Economic Development, Governance, and Godly leadership in the United States of America (USA) among others.

Mr. Sunkuli has held other positions nationally and globally including being the Designated National Focal Point of the Green Environmental Facility (GEF) of the United Nations Environment Program, Board Member of the Strategic Approach to International Chemical Management (SAICM), National Focal Point of the Lake Victoria Basin Commission (LVBC) and Life Member of the International Red Cross Society among other community-based leadership positions.

He strives for results-based performance as evidenced in the recent ban of plastic bags in Kenya, implementation of a robust solid waste management programme that led to the closure of Ngong and Kibarani dumpsites in Kajiado and Mombasa respectively.

Mr. Sunkuli negotiated funding for the Ngong Integrated Waste Management treatment plant to the tune of Kshs.2.1 Billion from the Italian Co-operation and oversaw the enactment of the Climate Change Act, 2016, which put Kenya on the first lane in combating Climate Change.

He pioneered a robust weather information access program by the Kenya Meteorological Department, information which is now available online. As the National Focal Point of GEF, he successfully negotiated for funding of Key National Programmes through the Global Environment Facility (GEF).
