PS Isaboke Underscores the Pivotal Role of PCOs as Ambassadors of Government Communication in MDAs
The Principal Secretary for Broadcasting and Telecommunications, Mr. Stephen Isaboke, EBS, today delivered the opening remarks at the Digital and Artificial Intelligence (AI) Skilling Programme for Information and Public Communication Officers (PCOs). The training was hosted by the Directorate of Public Communication.
In his address, the PS underscored the pivotal role of PCOs as ambassadors of Government communication across Ministries, Departments and Agencies (MDAs). He noted that effective communication is central to bridging the gap between Government policy and public understanding.
“You are the bridge that brings citizens along on our development journey. Your work in closing the information and trust deficit is indispensable,” said PS Isaboke.
He urged participants to align their messaging with the five pillars of the Bottom-Up Economic Transformation Agenda (BETA), highlighting tangible progress and impact in citizens’ lives.
On her part, Secretary for Public Communication, Ms Patricia Ondeng, urged the Information and Public Communication Officers to embrace collaboration and work as a team to ensure that the vision of One Government One Voice is attained.
Secretary for Information and Broadcasting, Mr Temesi Mukani, also present at the event, noted that Information and Public Communication Officers must rely on one another to ensure smooth communication both at National and County levels. He noted that the two Directorates, both under the State Department of Broadcasting and Telecommunications, work hand in hand to deliver on the communication mandate of the State Department.
PS Isaboke emphasised that digital transformation is the cornerstone of Kenya’s sustainable development, noting that the Government is investing heavily in building a digitally empowered public service. Through emerging technologies like Artificial Intelligence, the Ministry aims to enhance governance, improve service delivery and strengthen citizen engagement.
The PS reaffirmed the State Department’s commitment to leveraging Kenya’s expanding digital infrastructure to strengthen Government communication. This includes fostering partnerships with academia, industry and development partners to deliver cutting-edge training in AI, data analytics and digital innovation.
He highlighted the establishment of the Regional Centre of Competence (RCoC) for Digital and AI Skilling in 2024, a collaboration between the State Department, UNDP, the Kenya School of Government and Microsoft. So far, over 11,000 public servants have enrolled, and the Government targets to upskill 100,000 by next year.
“To our Public Communication Officers, you are custodians of the public narrative and drivers of digital adoption. Lead with innovation, communicate progress and help build a digital-first Government that delivers inclusive growth and restores citizen trust,” he noted.
