PS Isaboke engages KIMC Council on Draft Kenya School of Communication Bill

The Principal Secretary for Broadcasting and Telecommunications, Mr. Stephen Isaboke, EBS, this afternoon met with the Council of the Kenya Institute of Mass Communication (KIMC), led by Chair Mr. Jonyo Silas Otieno and CEO Mr. Peter Wakoli, to review the Draft KIMC Bill.
The draft legislation, developed collaboratively by KIMC, the State Department for Broadcasting and Telecommunications, the Office of the Attorney General and other partner agencies, represents a significant step toward modernising the institution and aligning its mandate with the rapidly changing media and communication environment.
During the discussions, the Principal Secretary emphasised the need to strengthen KIMC’s scalability and integration into the digital space, noting that the exponential growth of digital learning presents immense opportunities for innovation and expansion.
The Draft Kenya School of Communication Bill seeks to broaden the institution’s mandate beyond traditional media training, positioning it as a centre of excellence for digital communication, media innovation and research. This will enable KIMC to better respond to the needs of Kenya’s evolving broadcasting and information sectors, in line with the Government’s Digital Superhighway and Creative Economy agenda.
PS Isaboke welcomed the next steps in the process highlighting the importance of due diligence to ensure inclusivity and transparency.
“Public engagement, which will come later in the process, will allow Kenyans to contribute to shaping the future of KIMC as a stronger, more responsive institution that empowers the next generation of media and communication professionals,” he said.
He reaffirmed the State Department’s continued support for KIMC’s institutional growth and infrastructure development to ensure it remains a leading centre of excellence in the region.
The engagement underscored the Ministry’s commitment to fostering a skilled, innovative and ethical media and communication workforce capable of driving Kenya’s social and economic transformation.
Also present in the meeting were the Secretary for Information and Broadcasting Mr Temesi Mukani and Director, Administration, Mr Stephen Nyakundi.
