Newly Appointed Principal Secretaries Inducted on Performance Contracting for Enhanced Public Service Delivery

The newly appointed Principal Secretaries (PSs) today participated in an induction centred on Performance Contracting. The induction is vital for cultivating a culture of accountability, transparency, and results-oriented management within the public service. It ensures that PSs are adequately prepared to lead their respective departments in meeting targets and contributing to national development. The induction highlighted how Performance Contracts help in achieving broader national development objectives and priorities.

The Prime Cabinet Secretary, Dr. Musalia Mudavadi, in a speech read on his behalf by Principal Secretary National Coordination, Mr Ahmed Ibrahim, said that Performance Contract remains one of the most robust commitments for results framework that has ensured accountability for public resources and performance in the Public Service.

“Government has made a deliberate effort to regularly review the performance contracting tool to incorporate changes that make it more effective in addressing the national agenda as well as enhance its effectiveness in programme and project implementation,” he said.

The Prime Cabinet Secretary also noted that his office has drafted the Performance Management Bill to anchor performance management into law, to enhance compliance and continuous improvements in service delivery.

The Principal Secretary for the State Department for Broadcasting and Telecommunication, Mr. Stephen Isaboke, was among the attendees. He emphasised the need for monitoring tools, including a dashboard, to continuously track the agreed-upon performance targets at both departmental and national levels.  This, he said, will also enable timely decision-making and accountability by providing real-time data on progress and highlighting areas that require immediate attention.
