Energy, Infrastucture and ICT Sector Budget Undergoes Public Participation

The Ministry of Information, Communications and the Digital Economy today took part in the Public Hearings for the FY 2026/27 and Medium-Term Expenditure Framework (MTEF) Budget, through a combined Sector presentation during the Energy, Infrastructure and ICT Sector session. The session was chaired by the PS for Broadcasting and Telecommunications, Mr. Stephen Isaboke, EBS, with PS ICT and Digital Economy, Eng John Tanui serving as Acting Sector Chair.
These hearings are a constitutional requirement that ensure Kenyans have a voice in national planning and budgeting, allowing the public to engage directly with Government priorities and resource allocation.
The Energy, Infrastructure and ICT Sector remains a key enabler of Kenya’s economic, social and technological transformation and the Ministry’s engagement in the hearings emphasises the commitment to universal access to ICT services, strong policy and regulatory frameworks, reliable infrastructure and inclusive digital growth.
During the session, the public was taken through the Sector’s progress over the last three financial years. The Ministry reported increased productivity in content development and accreditation, expansion of broadcasting infrastructure including the construction of seven digital content production centres and major advancements in digital infrastructure.
These included the laying of 7,152 kilometres of fibre, digitisation of 17,668 Government services on eCitizen and the onboarding of more than 1.5 million young people into digital skilling programmes, with over 182,000 already accessing online jobs.
In outlining its priorities for FY 2026/27 to 2028/29, the Ministry reaffirmed its commitment to expanding digital infrastructure, enhancing public communication, modernising broadcasting systems, strengthening data protection and safeguarding the country against rising cybersecurity threats.
Key focus areas include major fibre installations, expanded public internet access points, full digitisation of Government services, operationalisation of national cybersecurity institutions and continued investment in energy-efficient broadcasting and connectivity facilities.
The public hearing underscores the central role of the Energy, Infrastructure and ICT Sector in delivering the Bottom-Up Economic Transformation Agenda (BETA) and Vision 2030.
Through continued public participation and collaborative planning, both the Broadcasting and Telecommunications and the ICT and Digital Economy sub-sectors remain dedicated to driving national transformation, expanding opportunities for all Kenyans and building a resilient, inclusive and digitally empowered nation.
