PS Isaboke Commends Progress in KICA Review Process

Kenya’s communications and digital regulatory framework continues to undergo significant reforms aimed at keeping pace with emerging technologies, evolving market dynamics and constitutional requirements.

In this regard, Principal Secretary for Broadcasting and Telecommunications, Mr Stephen Isaboke, EBS, today received a briefing from a delegation from the Communications Authority of Kenya led by Director General/CEO Mr David Mugonyi on the ongoing review of the Kenya Information and Communications Act (KICA) and its regulations. The PS welcomed the progress achieved so far, noting that the review process has already delivered key reforms while further stakeholder consultations and policy refinements continue.

The multi-stakeholder review process has addressed critical areas including spectrum pricing, licensing efficiency, infrastructure sharing, consumer protection, broadcasting regulation and digital certification. Several proposals aimed at strengthening public participation, streamlining administrative timelines and modernising regulation have already been adopted as part of efforts to build a more responsive, inclusive and globally competitive digital ecosystem.
